公安院校高层次警务人才协同培养模式研究与实践——基于“三位一体”能力结构视角

Research and Practice on the Collaborative Training Mode of High-level Police Talents in Public Security Colleges-From the Perspective of“Three-in-one”Capability Structure

总体国家安全观和法治国家建设战略背景下,公安队伍建设亟须具备良好的学术能力、创新能力、职业能力的高层次警务人才,人才培养需要协同育人机制的建立与完善。以公安机关对高层次警务人才的需求为引导,梳理总结警务人才协同培养中存在的问题,基于高层次警务人才培养目标,构建协同培养模式,通过完善“三协同”育人模式、开展育警铸魂工程、协同开展专题课程教学、构建一体化案例教学模式、构建实践教学体系、完善协同运行体系等举措,实现警务人才共育,以期推动公安院校高层次警务人才培养质量的提升。

Under the background of the national overall security concept and the construction strategy of rule of law in China,the construction of the public security team urgently needs high-level police talents with good academic ability,creativity and professional competence.Therefore,it is imperative to establish and improve the collabora⁃tive education mechanism.Guided by the needs of the public security organs for high-level police talents,this paper summarizes the problems existing in the collaborative training model of police talents,proposes building a col⁃laborative training model based on the goals of cultivating high-level police talents by improving the“three-party coordination”education model,carrying out moral education of police force,setting up specialized topics courses,reforming teaching methods,building a practical teaching system,and improving the collaborative operation system in order to realize the co-cultivation of police talents,and improve the quality of high-level police personnel training in police academies.
