Implementation dilemma and countermeasures of the system of publicity and supervision:Analysis based on the GCE framework

揭榜挂帅是新时期我国突破关键核心技术攻关的重要抓手。基于文本循证、问卷访谈和案例分析等多种方法,获取大量一手资料和二手资料,首次构建目标—行为—效果(GCE)理论分析框架,并从战略目标缺失、主体行为异化和激励约束机制不完善等3个方面对我国揭榜挂帅制度实施困境进行分析,并基于此提出推进揭榜挂帅制度落地的对策建议。

Unveiling and leading is an important lever for China to break through key core technology breakthroughs in the new era.This article,based on various methods such as text evidence based,questionnaire interviews,and case analysis,has obtained a large amount of first-hand and second-hand data.It is the first time to construct a goal behavior effect(GCE) theoretical analysis framework.It analyzes the implementation difficulties of China's listing and listing system from three aspects:lack of strategic goals,alienation of subject behavior,and imperfect incentive and constraint mechanisms.Based on this,it proposes countermeasures and suggestions to promote the implementation of the listing and listing system.
