基层治理法治化作为全面依法治国、保障人民合法权益的重要基础,也是实现国家治理体系和治理能力现代化,以及解决基层治理问题的必然要求。当前,基层治理法治化建设面临法规体系建设相对滞后、干部群众的法治意识和法治观念不强、依法行政能力不高,以及法治队伍工作力量不足的问题。背景下,加快基层治理法治化建设需要建立并完善基层治理法律法规和制度规范体系,加强法治教育宣传,提高基层政府依法行政水平,以及加强基层法治人才队伍建设。

As an important basis for comprehensively governing the country according to law and protecting the legitimate rights and interests of the people,the rule of law in grassroots governance is also an inevitable requirement for modernizing the national governance system and governance capacity,and solving the problems of grass-roots governance.At present,the legalization of grassroots governance is faced with many problems,such as a relative lag in the construction of the legal system,the weak awareness and concept of the rule of law among cadres and the masses,low ability to administer according to the law,and a lack of work force in the law team.accelerating the legalization of grassroots governance requires establishing and improving grassroots governance laws,regulations and institutional normative systems,strengthening legal education and publicity,improving grassroots government administration according to law,and strengthening grassroots legal talent teams.
