基层检察机关服务标准体系建设研究——基于南充市12309检察服务标准化试点实践

Research on the Construction of a Standards System for the Service of Grass-roots Procuratorial Organs一-Based on the Standardization Pilot Practice of 12309 Procuratorial Wok in Nanchong

基层检察机关是我国检察系统不可或缺的组成部分,承担着举报、控告和报案受理等领域的工作,是面向基层群众最直接的窗口。在全面依法治国和司法机制体制深化改革的大背景下,推动基层检察机关标准化工作,构建完善高质量的基层检察机关服务标准体系是实现“检察产品供给侧结构性改革,丰富检察产品内涵,提升检察产品质量水平”工作目标的可行路径。本文基于南充市12309检察服务标准化试点建设实践,以标准三维空间理论为研究起点,探索了构建基层检察机关服务标准体系的一般性方法。

The grass-roots procuratorial organ is an indispensable part of our country's procuratorial system.It is the most direct window for the grass-roots masses,undertaking the work in the fields of informant,accusation and case acceptance.Promoting the standardization work of grass-roots procuratorial organs in the context of the overall rule of law and the deepening reform of the judicial system,constructing and perfecting the service standards system of high-quality grass-roots procuratorial organs is a feasible way to realize the goal of"supply-side structural reform of procuratorial products,enriching the connotation of procuratorial products,and improving the quality level of procuratorial products".Based on the practice of the service standardization pilot of Nanchong 12309 procuratorial work,this paper explores a general approach to the construction of a standards system for the service of grass-roots procuratorial organs,with the theory of standard three-dimensional space as the starting point.
