在医学创新引领卫生健康事业高质量发展的背景下,医疗机构的成果转化体系与高校院所相比在法律和政策、管理机构、内部管理制度和流程、支撑平台4个方面存在不足,医疗机构需要完善成果转化法规制度;设置专门管理机构,引入第三方服务;建立医疗机构的产学研合作平台;调动人员积极性,探索试点政策,提升高水平公立医院的医学创新发展和科技成果转化水平,以期实现公立医院高质量发展的目标。

In the context of medical innovation leading the high-quality development of health service,the achievement transformation system of medical institutions has deficiencies compared with colleges and universities in four aspects:laws and policies,management institutions,internal management systems and processes,and support platforms.Medical institutions need to improve the regulations and systems of achievement transformation,set up a special management organization and introduce third party services,establish industry-university-research cooperation platform for medical institutions,mobilize the enthusiasm of personnel and explore pilot policies,as well as improve the medical innovation development and transformation of scientific and technological achievements of high-level public hospitals,so as to achieve the goal of high-quality development of public hospitals.
