平衡计分卡应用于基层公共文化设施社会化运营绩效分析

摘要 近年来,社会化运营模式在公共文化设施管理上的应用越来越广泛,但关于公共文化设施社会化运营项目的绩效研究尚不多见。文章分析了平衡计分卡用于公共文化设施社会化运营绩效管理的可行性及优势,提出从财务运作能力、内部管理、利益相关方满意度、创新性与发展4个维度构建公共文化设施社会化运营阶段绩效考评要点,以期为科学管理社会化运营的公共文化设施项目提供参考。 In recent years,the social operation model has been applied more and more widely in the management of public cultural facilities,but there are few studies on the performance of social operation projects of public cultural facilities.The article analyzes the feasibility and advantages of using the balanced scorecard for the performance management of the socialized operation of public cultural facilities,and proposes to construct the key points of performance evaluation in the socialized operation stage of public cultural facilities from four dimensions:financial operation ability,internal management,stakeholder satisfaction,innovation and development,in order to provide references for the scientific management of socialized public cultural facilities projects.
