医院科研诚信建设与主体责任落实探讨

Discussion on Construction of Hospital Scientific Research Integrity and Implementation of Main Body Responsibility

目的结合对国家卫生健康委员会通报的医学科研诚信案件的分析,提出医院落实科研诚信建设主体责任的对策与建议。方法采集并分析321起医学科研诚信案件所涉论文通讯作者及第一作者、所属机构、科研失信行为类型、主要责任人被处理情况等信息。结果作为通讯或第一作者的619人被通报,其中16.16%发表了2篇以上论文;问题论文分布广泛,个别地区及机构尤为突出;论文所涉科研失信行为集中在买卖、代写论文(41.43%),篡改研究数据(41.12%)等;主要责任人受到教育批评,终止/撤销科研失信行为受益,资格惩戒,行政处分等处罚。结论建议医院从完善科研诚信管理制度与工作机制,全方位管理学术论文科研成果,加强科研诚信教育与宣传等多个方面防范科研不端行为。

Objective Based on the analysis of the cases of medical scientific research integrity notified by the National Health Commission,this paper put forward some countermeasures and suggestions for hospitals to implement the main responsibility of scientific research integrity construction.Methods 321 cases of medical research integrity were collected and analyzed,including the corresponding author and the first author of the paper,the affiliated institution,the type of academic misconducts,and the handling of the main responsible person.Results 619 people were notified as corresponding author or first authors,and 16.16%of them published more than 2 papers.Problem papers were widely distributed,especially in individual regions and institutions;The academic misconducts mainly involved buying and selling papers written by others(41.43%)and tampering with research data(41.12%).The main responsible person was punished by educational criticism,termination/revocation of benefits from academic misconducts,qualification punishment,administrative punishment and so on.Conclusion It is suggested that hospitals should improve the management system and working mechanism of scientific research integrity,comprehensively manage the scientific research achievements of academic papers,and strengthen the education and publicity of scientific research integrity to prevent scientific research misconducts.
