数字技术不断重塑着基层社会治理体系和治理效能,推动基层社会治理数字化转型是促进治理主体协同、治理数据共享、治理场景多元、治理层级优化的重要举措。然而,在具体实践层面,基层社会治理面临数字化基础条件不优、“数字官僚主义”倾向、数字碎片化明显、数据安全隐患突出等问题。需要辩证地认识社会治理与数字技术应用之间的关系,把握好技术理性与制度理性的平衡,优化数字技术嵌入基层社会治理的制度设计、引导数字技术赋能基层社会治理的工具本位、实现社会治理和公民权利保障相统一的治理目标、构建基层社会数字化治理的协同机制、完善数字技术嵌入基层社会治理的保障体系,最大程度地精准对接人民群众对基层治理的现实需求。

Digital technology continues to be reshaping the grassroots social governance system and governance efficiency,and promoting the digital transformation of grassroots social governance is an important measure to deal with the coordination of governance subjects,sharing of governance data,diversified governance scenarios and optimization of governance levels.However,at the practical level,grassroots social governance is faced with problems such as poor digital basic conditions,“digital bureaucracy”tendency,obvious digital fragmentation,and prominent hidden dangers of data security.It is needed to dialectically understand the relationship between social governance and digital technology application,grasp the balance of rational technology and rational system,optimize digital technology embedded grassroots social governance system design,guide the digital technology assigned to grassroots social governance tool standard,realize the value of civil rights and social service management goals,build grassroots social coordination mechanism of digital governance,and improve the digital technology embedded grassroots social governance security system,so as to maximize the demand of accurate docking of grassroots governance.
