With the continuous development of society and the improvement of economic level,resource consumption in various industries has been expanding,leading to the intensification of environmental pollution.In addressing this issue,China has introduced a series of environmental protection policies,among which the pollutant discharge permit management system is also of utmost importance.The implementation of the pollutant discharge permit management system was originally intended to protect the environment,take governance measures against existing environmental pollution phenomena,and restrict the ongoing discharge of pollutants,so that the development of various industries is no longer affected by environmental pollution phenomena.However,at present,there are still some problems in the implementation of China's pollutant discharge permit management system.In order to promote the healthy and normal development of the pollutant discharge permit management system and unleash its full positive impact,this article starts with the composition system and basic model of the pollutant discharge permit management system,discusses the aforementioned issues,clarifies the significance of implementing this system,and provides a new positioning for this system.
