中俄之间的世代友好关系不仅体现在地缘政治与经济贸易上,也体现在民族交流和文化交流上。俄罗斯作为文化大国,其图书馆的发展历程及发展经验值得我们借鉴。本次制定的《到2030年俄罗斯图书馆事业战略规划》是对全域俄罗斯图书馆事业的整体规划,不仅全方面指出了俄罗斯图书馆事业的历史问题、现状,还分两个阶段制定了具体目标策略及实施方案,体现了战略规划的全局性、阶段性、中长期性、战略性等特点,对我国制定相关图书馆战略规划具有较好的借鉴指导意义。

The generations of friendly relations between China and Russia are reflected in geopolitical and economic trade and ethnic and cultural exchanges.Russia's library development is worthy of our reference as a major cultural power.The Strategic PLanning for librarianship in Russia(-2030)is a comprehensive plan for the library sector in Russia.The Strategy not only points out the historical problems and current situation of Russian libraries,but also sets out specific objectives and strategies and implementation plans in two phases.The Strategy is featured by medium and long-term planning,phased implementation,comprehensiveness,feasibility,etc.It is a good example for China to follow to formulate a strategic plan for libraries.
