乡村公共文化服务高质量发展路径研究——以安徽省为例

On High Quality Development Path of Rural Public Cultural Service:Taking Anhui Province as an Example

为推动乡村公共文化服务高质量发展,提升乡村人民群众的幸福指数,文章概述了安徽省乡村公共文化服务现状,通过问卷、访谈、田野调查等方式搜集分析发现:乡村公共文化“活动频次与氛围”较高、宣传效果好;公众对艺术、体育、健康等活动主题的需求较高,对文化服务人员的工作主动性、活动策划组织能力提升诉求占比较高;公共文化服务能较好满足村民文化诉求。剖析了乡村公共文化服务的主要问题:设施水平参差不一、供需不匹配矛盾突出、资金和人员保障力不足、产品创新开发能力不足。为此提出了优化体制机制、发挥财政引导作用、加快推进服务标准化、完善公共文化设施、强化公共文化产品创新、持续引导社会力量参与、加强人才队伍建设等优化发展措施。

In order to promote the high quality development of rural public cultural services and improve the happiness index of rural people,the present situation of rural public cultural services in Anhui Province was summarized.Through questionnaire,interview,field investigation,collection analysis,it found that the activity frequency and atmosphere of rural public culture is high,and the publicity effect is good;The public has a high demand for art,sports,health and other activity themes,and a high demand for the work initiative of cultural service personnel and the improvement of activity planning and organization ability;Public cultural services can better meet the cultural demands of villagers.This paper analyzes the main problems of rural public cultural services:uneven facilities level,prominent contradiction between supply and demand,insufficient capital and personnel support ability,insufficient product innovation and development ability.The optimal development path is discussed:improving public cultural facilities,speeding up service standardization,giving full play to the role of financial guidance,strengthening the construction of talent team,and strengthening the innovation of public cultural products.
