“一带一路”规则“软联通”的推进和优化路径

The Path to Promote and Optimize the Soft Connectivity of BRI Rules

国家间围绕国际规则制定开展竞争与合作是当前国际社会中的重要现象。由发达国家长期主导的国家间规则互动模式已经逐渐显现其弊端。在推动共建“一带一路”高质量发展的过程中,中国着力促进与共建国家之间的规则“软联通”,取得了显著成果。“一带一路”规则“软联通”立足于共建“一带一路”的成功实践,以“共商、共建、共享”原则为引领,无论是在内涵还是在发展路径上均有别于国家间规则互动的“发达国家模式”。“一带一路”规则“软联通”倡导“一国一策、共商对接”,以“硬法”和“软法”为基础,以双多边合作机制为支撑。十年来,“一带一路”规则“软联通”已实现了丰富的实践创新,表现出功能领域的广泛性、多元化、开放性、可持续性。本文基于高质量共建“一带一路”的成功实践,总结“一带一路”规则“软联通”的发展路径与特征,提炼具有普遍规律的中国方案,并探讨优化“一带一路”规则“软联通”的对策思路。

Competition and cooperation between states on international rule-making have become an important feature of the current international landscape.Shortcomings in the developed country-led model of rule-making have become increasingly prominent in recent years.In the process of promoting the high-quality development of the Belt and Road Initiative,China has put forward the soft connectivity of rules as a new solution for better rule alignment between countries,which has achieved remarkable results.Based on the successful practice of jointly building the BRI and guided by the principle of win-win cooperation and joint development,the fundamentals of the soft connectivity of rules of the BRI differ from the developed country-led model of rule-making.This paper summarizes the development path to promote the soft connectivity of rules of the BRI,and highlights the solution with Chinese-style concerning rule connectivity between countries.
