结合目前社区治理的具体实践,社区治理共同体的建构需要遵循以“价值—技术—制度”为框架的三维逻辑,即价值、技术与制度是社区治理共同体有效建构与持续运行的关键变量,价值是社区治理共同体建构的前提要件,技术是社区治理共同体建构的关键手段,制度是社区治理共同体建构的重要保障。在价值场域方面,需要跨越“信任危机”,重塑社区治理价值共识;在组织结构方面,需要调适“条块矛盾”,重构社区治理结构形态;在制度建设方面,需要突破“行政内卷”,重建社区治理制度体系。以此实现社区“减负”和社区治理的增能提效,推动政府、社会、市场等多元主体的共建共治共享,让社区成为利益共同体、治理共同体、命运共同体。
