区域创新省际策略性互动机制与效应研究

Research on the Mechanism and Effects of Inter-Provincial Strategic Interaction in Regional Innovation

随着技术复杂度的提升,区域创新对省际地区间合作与分工的需求愈发提高。研究发现,在创新资源有限性和地理异质性的约束下,地方竞争容易诱发地方政府对省级政策的“选择性执行”,并导致创新资源的地方性保护及省内非模仿性竞争,进而抑制省内的技术联系和创新分工,强化区域创新省际策略性互动动机。从“技术邻近”视角构造空间权重矩阵,建立空间自回归互动模型,实证揭示了省内和省际创新互动“此消彼长”的时间动态特征,验证了省内“标尺竞争”与空间技术分异双向强化作用下区域创新省际互动效应的增强机制。进一步的实证分析表明,省际互动效应在研发密集型行业和创新优势地区表现得更为显著。为增强跨省区域创新互动,应顺应区域资源和技术比较优势,促进研发密集型行业的区际分工和技术互补;突破省际区域一体化的体制障碍,基于市场化导向探索跨越省级行政区的创新合作模式;打造创新高地,发挥创新优势地区在资源“省内集聚”与“省际扩散”中的引领作用,优化以省际城市群为空间载体的创新资源配置机制。

With the improvement of technological complexity,regional innovation has increasingly increased the demand for inter-provincial cooperation and division.It is found that,under the constraints of limited innovation resources and geographic heterogeneity,local competition is easy to induce local governments to“selective implementation”of provincial policies,and lead to local protection of innovation resources and non-imitative competition within the province,so as to inhibit the technical connection and innovation division within the province,and strengthen the motivation of inter-provincial strategic interaction of regional innovation.The spatial weight matrix is constructed from the perspective of“technology proximity”,and the spatial auto-regressive interaction model is established.The empirical study reveals the dynamic characteristics of within-provincial and inter-provincial innovation trade-off,and verifies the mechanism of regional innovation interaction enhancement under the bi-directional strengthening effect of“scale competition”and spatial technology differentiation within the province.Further empirical analysis shows that the inter-provincial interaction effect is more significant in R&D intensive industries and regions with innovation advantages.In order to enhance inter-provincial innovation interaction,it is necessary to adapt to regional comparative advantages of resources and technologies,and promote inter-regional division and technological complementarity in R&D intensive industries.To break through the institutional barriers of inter-provincial regional integration and explore innovative cooperation modes across provincial administrative regions based on market-oriented orientation;To create a highland for innovation,give play to the leading role of regions with innovation advantages in“intra-provincial agglomeration”and“inter-provincial diffusion”of resources,and optimize the mechanism of innovation resource allocation based on inter-provincial urban agglomeration as the spatial carrier.
