摘要
农村土地要素的激活不仅关系到房地产企业的转型方向,更关系到缩小城乡收入差距、推动共同富裕。本文从政策梳理、拿地方式与企业拿地实践中的注意事项三个方面进行了分析。研究表明:(1)国家长期关注并推动农村土地市场化改革;(2)“招拍挂”获取国有建设用地、集体土地人市、土地流转是企业在农村地区获取土地的三种常见方式;(3)企业拿地时需充分了解现有土地政策、谨慎评估土地价值、关注交易对象选择和交易程序的合法性等问题。基于此,本文认为,只有在激活农村土地要素的基础上,才能真正实现房企转型发展与推进共同富裕的双赢发展。
How to activate rural land is not only related to the transformation direction of real estate frms,but also related to narrowing the urban-rural income gap and promoting common prosperity.This article analyzes the following three aspects:policy arrangement,land acquisition methods,and precautions for firms in land acquisition.The research shows that:(1)the government has long paid attention to and promoted the market-oriented reform of rural land;(2)"tender,auction,and listing"to obtain state-owned construction land,collective land entering the market,and land transfer are three common ways for firms to obtain land in rural areas;(3)When acquiring land,enterprises need to fully understand the existing land policies,carefully evaluate the value of land,and pay attention to issues such as the selection of transaction targets and the legitimacy of transaction procedures.Based on this,this article believes that only on the basis of activating rural land elements can we truly achieve the win-win development of real estate firms transformation and promoting common prosperity.
