【目的/意义】共享利用是实现档案数据价值、释放档案数据能量的关键方式,是档案数据治理的重要环节,开展档案数据共享利用研究具有重要的理论意义与现实价值。【方法/过程】通过理论借鉴、比较分析和探索研究,对档案信息开发利用与档案数据共享利用进行辨析,揭示档案数据共享利用的概念内涵与现实障碍,为档案数据共享利用实现路径提供研究基础。【结果/结论】围绕档案数据互联互通与开发共享,提出加强档案数据共享利用法规标准建设、创建档案数据共享利用机制、打造全国档案数据共享利用平台、推动档案数据深度开发与智慧利用等策略,释放档案数据价值潜能,满足档案用户信息需求与文化需求。【创新/局限】创新档案数据开发利用理论,推动档案数据共建共享与价值实现,未来需要强化实证分析。

【Purpose/significance】Sharing and utilization is the key way to realize the value and release the energy of archival data,and also is an important part to archival data governance.It is of great theoretical significance and practical value to develop research on the archival data sharing and utilization.【Method/process】Via theoretical reference,comparative analysis and exploration research,this paper discriminates the development and use of archival information and the sharing and utilization of archival data,reveals the connotation and practical obstacles,and provides research foundation for the realization path of archival data sharing and utilization.【Result/conclusion】This paper focuses on the interconnectivity and sharing of archival data,and proposes the strategies that strengthen the construction of laws and standards for the archival data sharing and utilization,create a sharing and utilization mecha⁃nism for archival data,build a national platform for archival data sharing and utilization,and promote the depth development and intel⁃ligent utilization of archival data so as to release the potential of archival data value,meet the information and cultural needs of archi⁃val users.【Innovation/limitation】To innovate the theory of archival data development and utilization and promote the co-construction and sharing of archival data and the realization of value,empirical analysis should be strengthened in the future.
