面向区域创新的高校图书馆知识产权信息服务绩效评价研究

The Performance Evaluation of Intellectual Property Information Services in University Li⁃braries for Regional Innovation

【目的/意义】面向区域创新及知识产权治理,高校图书馆知识产权信息服务绩效评价研究具有理论价值和现实意义。【方法/过程】基于高校图书馆参与区域创新的全新视角,研究运用平衡计分法构建知识产权信息服务战略,利用层次分析法与德尔菲法确定各评价指标权重,从而针对性地设计一套具有三级指标的高校图书馆知识产权信息服务绩效评价指标体系,并以高校知识产权信息服务机构为实证对象,采用模糊综合评价法进行具体知识产权信息服务综合评价。【结果/结论】研究构建了由信息服务资源、信息服务内容、馆员素质与信息服务效果四方面指标组成的高校图书馆知识产权信息服务机构绩效评价体系,以加强高校图书馆知识产权信息服务与区域创新之间的连接,为各高校图书馆提升面向区域创新的知识产权信息服务绩效提供实践思路。【创新/局限】本文的创新之处在于从区域创新视角构建高校图书馆知识产权信息服务机构绩效评价体系。

【Purpose/significance】Facing regional innovation and intellectual property governance,the research on performance evalu⁃ation of intellectual property information services in university libraries has theoretical value and practical significance.【Method/pro⁃cess】Based on a new perspective of university libraries'participation in regional innovation,this paper studies the use of balanced scoring methods to construct intellectual property information service strategies,and uses analytic hierarchy process(AHP)and Delphi method to determine the weight of each evaluation index.In this way,a set of performance evaluation index systems for intellectual property information services of university libraries with three levels of indicators is specifically designed,with university intellectual property information service institutions as empirical objects.The fuzzy comprehensive evaluation method is used for comprehensive evaluation of specific intellectual property information services.【Result/conclusion】The research has constructed a performance evaluation system for intellectual property information service institutions in university libraries composed of four indicators:informa⁃tion service resources,information service content,librarian quality,and information service effectiveness,in order to strengthen the connection between intellectual property information service and regional innovation in university libraries,and provide practical ideas for university libraries to improve the performance of intellectual property information service oriented to regional innovation.【Innova⁃tion/limitation】The innovation of this paper lies in the construction of the performance evaluation system of intellectual property infor⁃mation service institutions of university libraries from the perspective of regional innovation.
