Rural Governance in China under the Perspective of Technological Governance:Theories and Practice

技术治理在乡村治理中的应用已然全面展开,技术治理的技术应用快速更新,但存在城乡“数字鸿沟”带来的挑战和风险,治理技术水平仍需提升。技术治理和技术应用的耦合是技术治理在乡村治理中效能提升的关键。要走上乡村善治之路,实现共建共治共享,需要更加注重技术应用、主体性价值、安全防范等,最终形成“技术应用-韧性赋能”的治理框架。

Technological governance has been conducted in rural governance on a full scale,and technologies in terms of technological governance have been applied in an accelerated sense.Nevertheless,there still exist some challenges and risks related to the"digital divide"between urban and rural areas,and hence the governance technological level has yet to be improved.The coupling between technological governance and technological application is crucial for the efficiency improvement of technological governance in rural governance.In order to march on the benign rural governance road,we should realize co-construction,co-governance and co-sharing,and emphasize technological application,subjective value and security caution so as to finalize the governance framework of"technological application-elastic enabling".
