治安预防理论视野下“一村一警”警务机制创新

Innovation of"One village,one police"Policing Mechanism from the Perspective of Public Security Prevention Theory

预防的实质是防患于未然,治安预防在治安秩序维护过程中居于基础性地位。“一村一警”警务机制是社区警务战略的延续发展和基层治安治理的创新举措,通过广大村(辅)警深入基层村(社)中,为群众排忧解难,化解各类社会矛盾,有效预防各类危害社会治安行为的发生,具有总体治安预防属性。当前公安机关整体“打击优先”的实然运行理念制约了“一村一警”警务机制实际运行效果。应坚持“一村一警”警务机制的预防属性,积极践行新时代“枫桥经验”,充分尊重治安预防规律,真正树立预防理念,加强“村警”专业化建设,不断提升“村警”职业能力,围绕“村警”打造基层“熟人”社会,全面动员社会力量广泛深入参与治安基层治安治理,维护基层社会治安秩序,实现社会治安稳定。

Prevention is about preventing problems before they occur,and crime prevention is vital to maintaining public order.The"one village,one police"community policing mechanism is an innovative approach to preliminary security management and an extension of community policing strategies.By deploying village assistants to local communities,providing assistance and resolving social conflicts,this mechanism is able to effectively prevent various forms of criminal activities with the overall concept of preventive policing.However,the current"combating first"philosophy of law enforcement agencies has restricted the effects of"one village,one police"mechanism.In order to fully realize the preventive nature of this mechanism and promote the"Fengqiao Experience",great emphasis should be placed on understanding the laws of crime prevention,fostering the culture of prevention,improving professional skills and abilities of village police,building an acquaintances community around village officers,and actively mobilizing social forces to participate in preliminary security management,thus achieving social stability and order.
