县级应急广播体系安全体系建设

The Construction of Security System for County Emergency Broadcasting System

应急广播作为国家基本公共服务的重要内容,是国家应急体系与防减灾体系的重要组成部分,是应对突发公共事件应急信息的权威发布渠道和重要手段,也是广播电视发展新业态。因此,国家大力推动应急广播体系建设,各级政府把应急广播建设作为民生实事,集中力量攻坚,确保应急广播建好管好用好。为达到“建好管好用好”应急广播体系这个目标,加强对应急广播体系的安全体系建设的研究十分重要。为此,主要从技术手段和策略方面探讨如何构建县级应急广播安全体系,重点阐述网络安全、数据安全、应用安全、审计安全、主机(服务器)安全以及备份与恢复等几个方面的内容,旨在为应急广播体系建设高质量发展提供参考。

Emergency broadcasting,as an important part of the basic public services of the country,is an important component of the national emergency system and disaster prevention and reduction system.It is an authoritative channel and important means for releasing emergency information in response to sudden public events,and also a new form of broadcasting and television development.Therefore,the country vigorously promotes the construction of emergency broadcasting system,and governments at all levels regard emergency broadcasting construction as a practical matter for people's livelihood,concentrate their efforts on tackling difficulties,and ensure that emergency broadcasting is well managed and used.In order to achieve the goal of"building,managing,and utilizing"the emergency broadcasting system,it is very important to strengthen the research on the safety system construction of the emergency broadcasting system.This article mainly discusses how to build a county-level emergency broadcasting security system from the perspective of technical means and strategies,focusing on network security,data security,application security,audit security,host(server)security,backup and recovery,and other aspects,aim to provide reference for the high-quality development of emergency broadcasting system construction.
