新时期中小河流系统治理思路和对策

Ideas and solutions of systematic management of small and medium-sized rivers in the new era

以流域为单元推进中小河流系统治理是推动新阶段水利高质量发展、支撑国家水网建设、助力乡村振兴的重要举措。探讨现阶段我国中小河流治理现状、存在问题和主要挑战,研究提出了新时期中小河流系统治理的思路,从做好中小河流治理顶层设计、夯实中小河流治理理论和技术支撑、创新中小河流治理管理体制机制、强化中小河流智慧化建设等方面提出了对策建议,为中小河流治理管理提供参考。

Promoting systematic management of small and medium-sized rivers with river basin as a unit shall be the key measure to promote high-quality water development in the new stage,which shall support the construction of national water network and rural revitalization.Through examination of current situation,existing problems,and main challenges faced by China,the study proposes ideas for systematic management of small and medium-sized rivers in the new era.Measures and suggestions are proposed from top-level design,consolidating theoretical and technical support,innovating management system and mechanism,and boosting smart and intelligent systems,whicht provides reference for the management of small and medium-sized rivers.
