面向中国式现代化深化群团组织改革和建设基本问题研究

Deepening the Reform and Construction of Mass Organizations towards Chinese Modernization

群团组织是党领导的国家治理体系的独特结构力量配置。党的二十大明确将中国式现代化作为党的中心任务,通过深化群团组织改革和建设,在中国式现代化中有效发挥其桥梁纽带作用是党的群团工作的最新路向。深化群团组织改革和建设既是巩固新时代群团改革已有成果的必然要求,也是推动群团组织现代化和群团组织作为中国式现代化的推动力量这两个紧密关联维度的必然要求。基于党与群团的结构性关系和中国特色社会主义群团发展道路这两个前提,面向中国式现代化深化群团组织改革和建设须匹配中国式现代化进程的群团组织现代化程度、形成满足中国式现代化进程需要的群团组织个体能力和群团组织体系的协同能力。为此,必须完成适时优化群团组织体系、深入推进群团组织改革和全面加强群团组织建设等任务。深化群团组织改革和建设实践应在正确认识改革和建设辩证关系的基础上,完善党领导群团组织改革和建设机制、建立群团组织改革和建设效果的评估机制、完善智慧群团建设相关机制。

Mass organizations are unique structural force of the state governance system led by CPC.The 20th National Congress of the CPC made it clear that the Chinese modernization is the central task of the Party.The latest direction of the Party’s mass organization work is to effectively play the role of bridge and link in Chinese modernization through deepening reform and construction.Deepening the reform and construction of mass orga⁃nizations is not only a necessary requirement for consolidating the achievements of mass organization reform in the new era,but also a necessary requirement for the modernization of mass organizations themselves as an im⁃portant content of Chinese modernization and as the driving force for Chinese modernization.Based on the struc⁃tural relationship between the Party and mass organizations and the mass organization development path of so⁃cialism with Chinese characteristics,the modernization level of mass organizations must match the progress of Chinese modernization.And the capabilities of individual mass organization and synergy of all mass organiza⁃tions capabilities to meet the needs of the Chinese modernization must be formed.Therefore,it is necessary to accomplish tasks such as optimizing the system of mass organizations,deepening the reform of mass organiza⁃tions,and comprehensively strengthening the construction of mass organizations.In the practice of deepening mass organization reform and construction,it is necessary to improve the mechanism of Party leadership in mass organization reform and construction,establish an evaluation mechanism for the effects of the reform and construction of mass organizations,and improve related mechanisms for smart mass organizations building based on a correct understanding of the dialectical relationship between reform and construction.
