湿地自然保护区总体规划研究--以北京市汉石桥湿地市级自然保护区为例

Mast Plan of Wetland Nature Reserve--A Case Study of Beijing Hanshiqiao Wetland Municipal Nature Reserve

按照发现问题、分析问题、解决问题思路,剖析北京市汉石桥湿地市级自然保护区在保护管理、生物多样性保护、科研监测、公众教育、防灾减灾五方面存在的问题,结合政策文件、相关标准规范,提出新一期总体规划的主要建设内容。通过改建管护点、新建巡护道路等进一步提升保护管理能力,通过开展水域保洁、野生动植物保护、生态恢复等项目加强生物多样性保护措施,通过开展科研项目、新建生态定位站、科研监测中心等提高科研监测水平,通过新建湿地科普馆、野外宣教点等提高公众教育能力,通过新建防火宣传牌、气象灾害预防等提升防灾减灾设施建设水平。在规划实施后,将保护区建设成为管理高效、国内一流水平的自然保护区典范。

According to the idea of finding,analyzing and solving problems,in this paper,the problems existing in the five aspects of protection and management,biodiversity protection,scientific research monitoring,public education,disaster prevention and reduction of Hanshiqiao Wetland Municipal Nature Reserve in Beijing were summarized.And the main construction contents of the new phase of the master plan combined with the policy documents and relevant standards and norm were put forward.The capacity for conservation and management will be further enhanced by rebuilding conservation sites and building new patrol roads.Biodiversity protection measures will be strengthened by carrying out projects such as water cleaning,wildlife protection and ecological restoration,and the level of scientific research and monitoring will be improved by carrying out research projects,building ecological positioning stations and research monitoring centers.The public education capacity will be improved by building wetland science museums and field education sites,and the construction of disaster prevention and mitigation facilities will be improved by building fire prevention billboards and meteorological disaster prevention.After the implementation of the plan,the reserve will be built into a model of nature reserve with efficient management and first-class level in China.
