Some Suggestions on Function Positional and Construction of Large Research Infrastructures

重大科技基础设施是建设世界科技强国的物质技术基础。面对新时代发展需求,需要进一步明确重大科技基础设施在国家创新体系中的作用。在提出了重大科技基础设施在国家创新体系中的功能定位基础上,从发展规划、组织运行模式和国际合作等方面总结了主要世界科技强国重大科技基础设施的建设和发展经验,在分析我国现在存在的问题的基础上提出我国重大科技基础设施建设的若干建议。

Large Research Infrastructures are the material and technological basis for breaking through the scientific frontier and solving major scientific and technological problems of economic and social development and national securi-ty.Facing the development needs of the new era,it is necessary to further clarify the role of major scientific and technologi-cal infrastructure in the national innovation system.This paper puts forward the functional orientation of major scientific and technological infrastructure in the national innovation system,and summarizes the international experience of major national scientific and technological infrastructure from the aspects of development planning,organization and operation mode and in-ternational cooperation.Based on the analysis of the existing problems in China,this paper further puts forward some sug-gestions for the construction of major scientific and technological infrastructure in China.
