科研机构分类模型构建:基于巴斯德象限模型的视角

Construction of Scientific Research Institutions Classification Model:Based on the perspective of Pasteur Quadrant Model

科研机构分类改革是我国科技体制改革的重要组成部分,对科研机构实施分类管理,有助于提升科研机构的管理效率和创新体系的整体效能。建立科学、合理的科研机构分类模型,是科研机构分类管理的首要前提和基础。基于科研活动的性质划分,对司托克斯的巴斯德象限模型进行拓展与改造,根据科研机构承担的科研活动性质及其核心使命构建科研机构分类模型,将科研机构划分为知识创造型、产业转化型和战略前沿型三种类型,分别介绍了这三种类型科研机构在国家战略科技力量和国际科研机构中的典型代表。从理论和战略层面提出了一种科研机构分类构想,为进一步深化科研机构分类管理、强化国家战略科技力量提供决策参考。

The classified reform of scientific research institutions is an important part of the reform of scientific and technological system in China.The implementation of classified management of scientific research institutions is helpful to improve the management efficiency of scientific research institutions and the overall efficiency of the innovation system.It is the primary premise and foundation for the implementation of classified management to establish a scientific and reasonable classification model of scientific research institutions.Based on the nature of scientific research activities,this paper expands and modifies Stokes'pasteur quadrant model,and constructs the classification model of scientific research institutions according to the nature of scientific research activities and the core mission of scientific research institutions.Scientific research institutions are divided into three categories:knowledge creation,industrial transformation and strategic frontier.The typical representatives of these three categories of scientific research institutions in the national strategic scientific and technological strength and international scientific research institutions are introduced respectively.From the theoretical and strategic perspectives,this paper proposes a classification conception of scientific research institutions,which provides a decision-making reference for further deepening the classified management of scientific research institutions and strengthening the national strategic scientific and technological strength.
