实现体面劳动:大学生非正规就业的理论审视与推进策略

Decent Work:Theoretical Examination and Promotive Strategy on College Students’Informal Employment

随着我国经济社会的发展,大学生非正规就业已成为一种重要的就业形式,其内涵发展有新的时代特征。从体面劳动视角分析大学生非正规就业,发现存在就业价值导向单一、人力资本利用不充分、就业服务政策不完善、社会保障体系不健全等问题,导致体面劳动缺失。建议从树立科学的大学生就业观、深入推进高校创新创业教育改革、优化就业服务的政策制定与实施、完善社会保障体系四个方面,优化大学生非正规就业策略,进而实现体面劳动。

With the development of social economy in China,informal employment of college students has become an important form of employment,and its connotative development bears new characteristics of the times.From the perspective of decent work,this study analyzes the current problems of college students’informal employment:the employment value orientation is not diversified,the use of human capital is not sufficient,the employment service policy is not perfect,and the social security system is not complete,and these problems led to the deficiency of decent work.Optimizing the stratagies of college students’informal employment to realize decent work is suggested from four aspects:establishing a scientific concept of college students’employment,further promoting the reform of innovation and entrepreneurship education in colleges and universities,and optimize,to improve the flexibility and security of the social security system,the promotion strategy of realizing decent work is proposed.
