摘要
作为最早倡导终身学习的国际组织之一,联合国教科文组织设有终身学习研究所,至今已发布了关于终身学习的系列报告,2022年又推出了最新报告“《让终身学习成为现实》手册”(以下简称《报告》)。《报告》汇聚终身学习从愿景到现实的国际经验,秉持终身学习是一种促进可持续发展的综合方法的理念,充分考虑终身学习政策制定的关键因素:与国家和地方背景一致、制定一个全面的愿景、建立利益相关者参与的治理体系、财务保障、政策制定基于证据;终身学习实施战略的设计要点:在正规教育中促进终身学习、增加非正规和非正式学习机会、建立灵活的学习路径、技术赋能终身学习和对终身学习实施有效治理。最终,以终身学习案例还原学习型城市建设路径,从而有效指导各国与地方推进终身学习实践。我国历来重视终身学习,站在民族复兴和百年变局的制高点上,习近平在二十大报告会上提出,要推进教育数字化,建设全民终身学习的学习型社会、学习型大国。因此,解读《报告》对我国建设学习型社会、学习型大国和实现中华民族伟大复兴具有重要意义。
As one of the first international organizations to advocate lifelong learning,UNESCO has established the Institute for Lifelong Learning,which has so far published a series of reports on lifelong learning,and also launched the latest report,the handbook of Making Lifelong Learning a Reality(hereinafter referred to as the Report)in 2022.The Report brings together international experience of lifelong learning from vision to reality,upholds the idea that lifelong learning is a comprehensive approach to promote sustainable development,and takes into account key factors of policy making of lifelong learning,such as alignment with national and local contexts,formulating a comprehensive vision,establishment of governance system of stakeholder participation,financial security and evidence-based policy formulation.Key elements of designing the implementation strategy of lifelong learning include promoting lifelong learning in formal education,increasing non-formal and informal learning opportunities,establishing flexible learning paths,enabling lifelong learning through technology,and effective governance of lifelong learning implementation.Finally,the case of lifelong learning is used to restore the construction path of learning city,so as to effectively guide countries and localities to promote lifelong learning practice.China has always attached great importance to lifelong learning.Standing at the commanding heights of national rejuvenation and centennial changes,Xi Jinping proposed at the report of the 20th National Congress to promote the digitization of education,build a learning society and a learning country for lifelong learning for all people.Therefore,the interpretation of the Report is of great significance for China to build a learning society,learning country and realize the great rejuvenation of the Chinese nation.
