辽宁省装备制造业人才与产业协同创新路径分析

Analysis of collaborative innovation path of talents and industry in equipment manufacturing industry in Liaoning Province

作为东北装备制造业的核心区域,辽宁省高质量发展离不开产学研深度融合,而人才与产业的协同创新是产学研深度融合的基础。目前,对于辽宁省装备制造业如何进行人才与产业协同创新尚缺乏复杂因素的组合路径分析。借助模糊集定性比较分析(fuzzy sets/Qualitative Comparative Analysis,fs/QCA)的方法,结合辽宁区域经济特点,以辽宁省首批公布的实质性产学研联盟中31家装备制造企业为案例研究对象,探究多重因素对辽宁省装备制造业人才与产业协同创新高质量发展的影响路径。研究结果表明:(1)财政资助和R&D经费支出是产生高成效的核心必要条件;(2)经济水平是重要的必要条件,高校资源的缺乏属于边缘条件;(3)人才与产业协同创新高成效存在两条路径:大力度R&D经费投入、充足的财政资助;(4)人才与产业协同创新非高成效也存在两条路径。最后,为改进辽宁省装备制造业人才与产业协同创新提出4点建议:营造良好的创新环境,建立完备的政策体系,加大财政扶持力度,增加企业R&D经费支出的占比。

As the core area of equipment manufacturing industry in Northeast China,the high-quality development of Liaoning Province is inseparable from the deep integration of industry,university and research,and the collaborative innovation of talents and industries is the basis of the deep integration.At present,there is still a lack of analysis on the combination path of complex factors for the collaborative innovation of talents and industries in Liaoning’s equipment manufacturing industry.The impact path of multiple factors on the high-quality development of talents and industrial collaborative innova-tion in Liaoning’s equipment manufacturing industry was explored,using the method of fuzzy set qualitative comparative analysis(fs/QCA),combined with the characteristics of Liaoning’s regional economy,and taking 31 equipment manufacturing enterprises in the first batch of substantive industry university research alliances published in Liaoning Province as the case study objects.The results show that:(1)Financial support and R&D expenditure are the core and necessary conditions for high effi-ciency;(2)The economic level is an important necessary condition,and the lack of university resourc-es is a marginal condition;(3)There are two ways to achieve high results in the collaborative innova-tion of talents and industries:large R&D investment and sufficient financial support;(4)There are also two ways to achieve non high results in the collaborative innovation of talents and industries.Finally,four suggestions were put forward to improve the collaborative innovation of talents and industries in Li-aoning’s equipment manufacturing industry:create a good innovation environment;establish a complete policy system;increase financial support;increase the proportion of R&D expenditure in enterprises.
