In the endeavor to build China into a maritime power,a secure environment is of critical importance.The paper starts by examining China's neighboring security environment,focusing on the geopolitical characteristics,dynamics and drivers,and developmental trend,and underscores the need for China to strategically manage its neighboring environment to carve out space for economic growth and security.Furthermore,to support China's maritime power strategy,it is vital to lawfully resolve existing maritime disputes to stabilize the international marine order.Thus,the paper delves subsequently into the relationship between marine order and marine rules,charting their developmental progression,fundamental characteristics,and envisaged objectives.Moreover,the building of a maritime power won't do without the coordinated development of marine economy,technology,and ecology.Therefore,the paper elaborates the significance of collaborative development among these three core elements,pinpoints the challenges to be addressed,and proposes specific solutions.Finally,the paper emphasizes the pivotal leverage role of islands in building China into a maritime power,including islands'contributions to marine sustainability in political,economic,security,and technological domains.After elucidating the essence and attributes of sustainable development,the paper ends with highlighting the value and significance of China's imperative to develop"four particular types of islands."
