Epistemology and Methodology for Improving the Supervision System of the Party and the State

坚持和完善党和国家监督体系,既是党自我革命的重要机制,又是党引领社会革命的政治保障。新时代坚持和完善党和国家监督体系,必须以中国化马克思主义立场观点和方法为指导。坚持人民至上,树立党和国家监督的价值坐标,以人民赋予的权力始终用来为人民谋幸福为使命;坚持自信自立,筑牢党和国家监督的立场根基,在正风反腐中坚定“四个自信”,坚决做到“两个维护”,捍卫“两个确立”;坚持守正创新,强化党和国家监督的内在动力,在“变”与“不变”中推进反腐倡廉建设高质量发展;坚持问题导向,增强党和国家监督的针对性和有效性,提升依规治党和依法治权的能力和水平;坚持系统观念,把握党和国家监督的思想方法,推进各监督主体有效配合、相互贯通,同向发力;坚持胸怀天下,强化党和国家监督的使命担当,为国际反腐败正义事业提供中国智慧和中国方案。

Adhering to and improving the Party's and the state's supervision system is not only an important mechanism for the Par⁃ty's self⁃revolution,but also a political guarantee for the Party to lead social revolution.In the New Era,the adherence and improve⁃ment of the Party's and the state's supervision system must be guided by the stance,viewpoint and methods of Sinicized Marxism.We must adhere to the principle of putting the people first,establish the value coordinate of the Party and state supervision,and always use the power endowed by the people to seek happiness for the people as the mission.We must insist on self⁃confidence and self⁃reliance,build the foundation of the position of the Party and the state supervision,adhere to the“Confidence doctrine”,achieve“two safe⁃guards”,and practise“two establishes and two safeguards”in the positive wind and anti⁃corruption.We must adhere to integrity and innovation,strengthen the internal driving force of Party and state supervision,and promote high⁃quality development of anti⁃corruption and integrity construction in the process of“change”and“unchanged”.We must adhere to problem orientation,reinforce the targeted and effective supervision of the Party and the state,enhance the ability and level of governing the Party according to regulations and governing power according to law.We must adhere to a systematic concept,grasp the ideological methods of the Party and state super⁃vision,promote effective cooperation,mutual connection,and joint efforts among various supervisory subjects.We must adhere to the mission of strengthening the supervision of the Party and the state,and provide Chinese wisdom and solutions for the international anti⁃corruption justice cause.
