山东省农业农村现代化发展水平测度研究

Research on Measuring the Development Level of Agricultural and Rural Modernization in Shandong Province

农业农村现代化是全面建设社会主义现代化国家的重要任务,在乡村振兴战略的时代背景下,基于过程和结果并重原则,构建涵盖农业生产过程现代化、农业产出结果现代化、农村生活现代化、农村生态现代化、农村文化现代化以及农村治理现代化六个维度的山东省农业农村现代化评价指标体系。运用熵值法和熵权TOPSIS法对山东省16个地市2018—2020年的农业农村现代化发展指数进行计算,分析各地市的发展水平,并进一步将山东省按照地理位置划分为4个区域,研究地区之间的农业农村现代化发展异质性,最后对各地市3年来的农业农村现代化发展水平波动做了可能的推断。研究发现:各地市农业农村现代化发展指数平均值较低,且存在着地市之间发展不平衡的问题;沿海经济水平高的地区农村现代化发展水平较鲁西北地区高,山东省各地市农业现代化与农村现代化之间发展不平衡。

Modernization of agriculture and rural areas is an important task in the comprehensive construction of a modern socialist country.In the context of the rural revitalization strategy,an evaluation index system was constructed for agricultural and rural modernization in Shandong Province based on the principle of balancing process and the result,covering six dimensions in modernization of the agricultural production process,modernization of the agricultural output results,modernization of rural life,modernization of the rural ecology,modernization of the rural culture and modernization of the rural governance.Using the entropy value method and entropy weight TOPSIS method,the agricultural and rural modernization development index of 16 cities in Shandong Province from 2018 to 2020 was calculated,and development level of each city was analyzed.Furthermore,Shandong Province was divided into four regions based on geographic location to study the heterogeneity of agricultural and rural modernization development between regions.Finally,possible inferences were made on the fluctuation of agricultural and rural modernization development levels in various cities over the past three years.The study found that the average value of the development index of agricultural and rural modernization in each city is relatively low,and there is an imbalance of development between cities;the rural modernization development level is higher in coastal areas with high economic levels than that in the northwestern areas of Shandong Province and there is an imbalance in development between agricultural modernization and rural modernization in Shandong Province.
