我国城市社区体育多元主体协同治理研究

Research on multi-subject collaborative governance of urban community sports in China

运用文献资料法,阐释了社区体育多元主体协同治理的内涵、价值、困境及推进路径。结果表明:社区体育多元主体协同治理的价值包括减少政府有形与无形的治理成本,塑造政府与社会共治格局,提升基层体育治理效率等;逻辑包括中国公民社会兴起的必然结果,政府单一公共管理范式不适的有效回应,国家体育治理能力现代化的应有之义,实现“以人民为中心”体育发展理念的必然要求。现实中还面临协同治理力量失衡、治理机制缺失、治理权责边界模糊、保障体系不完善等困境。据此,提出加快政府职能转变进程,引入招投标机制,明确主体权责边界,完善多元主体保障体系等路径。

Using the method of literature,this paper explains the connotation,value,logic and dilemma of multisubject cooperative governance of community sports.The results show that the value of multi-subject collaborative governance of community sports includes reducing the visible and intangible governance costs of government,shaping the co-governance pattern of government and society,and improving the efficiency of grassroots sports governance.The logic includes the inevitable result of the rise of China’s civil society,the effective response to the inadequacy of the government’s single public management paradigm,the necessary meaning of the modernization of national sports governance capacity,and the inevitable requirement of realizing the concept of“people-centered”sports development.In reality,we also face difficulties such as the imbalance of collaborative governance forces,the lack of governance mechanisms,the blurring of governance power and responsibility boundaries,and the imperfect security system.On this basis,it is proposed to speed up the transformation process of government functions,introduce the bidding mechanism,clarify the boundary of the powers and responsibilities of the main body,and improve the multi-subject security system.
