改革开放以来我国体育消费政策的历史演进、变迁逻辑与未来展望——以多源流理论为分析框架

The historical evolution,transition logic and future prospect of China’s sports consumption policy since the reform and opening up——based on the multi-source theory

采用多源流理论梳理改革开放以来我国体育消费政策的发展历程。研究发现:改革开放以来体育消费政策主要经历了初步发展、快速发展、体系化发展、精准化发展四个阶段;政策变迁是问题、政策、政治三大源流综合作用的结果,其中体育消费市场活力不高、居民消费水平低下是政策变迁的主要问题源流,专家学者的研究成果、利益相关者的自身诉求是政策变迁的政策源流;党先进的执政理念与国民情绪的导向是政策变迁的政治源流。建议未来有关部门在政策制定上要关注群众体育消费需求,监督政策实施的矛盾与危机;搭建利益表达平台,丰富政策源流层次;践行政策发展理念,优化政策治理环境;促进三流耦合,增加“政策之窗”开启的频率,促进体育消费政策的落地实施。

Based on the theory of multi-source flow,this paper teases out development of China’s sports consumption policy since the reform and opening up.The study finds that since the reform and opening up,the sports consumption policy has mainly experienced four stages:initial development,rapid development,systematic development and precise development.Policy change is the result of the comprehensive effect of three sources:problems,policies and politics.Among them,the low vitality of sports consumption market and low consumption level of residents are the main problem sources of policy change,while the research results of experts and scholars and the demands of stakeholders are the policy sources of policy change.The party’s advanced ruling concept and the orientation of national sentiment are the political source of policy changes.In the future,relevant departments should pay attention to the demand of mass sports consumption in policy formulation,and supervise the contradictions and crises of policy implementation;Build a platform to express interests and enrich the level of policy sources;Implement the policy development concept,optimize the policy governance environment;Promote third-rate coupling,increase the frequency of opening the“policy window”,and promote the implementation of sports consumption policies.
