摘要
基于复杂网络理论,以2019年12月27日—2021年7月31日中国政府网开放数据为数据源,纳入时间切片构建政府协同网络。经过网络拓扑性质和指数随机图模型分析,探究政府协同特征及影响因素。结果显示,政府协同以综合协调型政府为主要指挥角色,以专业机构为主要中介“桥梁”角色,执行则体现出属地管理的特点。随着疫情发展,政府协同资源传递链逐步形成,协同紧密程度逐步增强。协同关系存在互惠效应、等级效应、行为属性同配性及时间依赖效应。今后仍需进一步突出应急协同主体地位,提升协同模式转换衔接效率,深化多元传递协同关系,以提高突发公共卫生事件应对效率及质量。
Based on the complex network theory,the open data of“China Government Network”from December 27,2019 to July 31,2021 is taken as the data source,and time slices is incorporated to construct government collaboration network.After the network topological properties and exponential random graph model analysis,the results show that government coordination takes the comprehensive and coordinated government as the main command and call role,and takes professional institutions as the main intermediary“bridge”role,and the implementation reflects the characteristics of territorial management.Furthermore,the government resource transmission chain has gradually formed,and the synergy tightness has gradually increased.The synergistic relationship has reciprocal effect,rank effect,behavioral attribute assortment and time-dependent effect.It is still necessary to further highlight the status of the emergency coordination subject,improve the efficiency of coordination mode conversion,and deepen the coordination relationship,so as to improve the efficiency and quality of response to public health emergencies.
