昆明城市化及外流域调水对滇池入湖洪水影响研究

摘要 滇池处于昆明主城下游“盆地”,昆明主城城市化和大量的外流域调水必将对滇池洪水产生影响。通过分析研究城市化和外流调水对滇池洪水量级的影响,研究不同重现期条件下的滇池洪水量级及其洪水位,提出了不突破《云南省滇池保护条例》规定的20年一遇洪水位对策与措施,对支撑入滇池河道治理或涉水项目的建设具有重要意义。研究结果表明,外流域调水和昆明主城城市化对滇池洪水有明显的影响,主要体现在峰量增大,水位升高。要确保滇池洪水位不突破20年一遇洪水位,可加大下泄流量8 m^(3)/s(达到188 m^(3)/s)或维持现状下泄能力,降低汛限水位至1886.70 m。 Dianchi Lake is located in the downstream basin of the main city of Kunming,and the urbanization of the main city of Kunming and a large amount of water diversion from other watersheds will inevitably have an impact on the floods in Dianchi Lake.By analyzing and studying the impact of urbanization and outflow water diversion on the flood magnitude of Dianchi Lake,this paper studies the flood magnitude and flood level of Dianchi Lake under different Return period.The countermeasures and measures for not breaking the 20-year flood level stipulated in the Yunnan Dianchi Lake Protection Regulations have been proposed,which is of great significance for supporting the construction of river management or water related projects entering Dianchi Lake.The research results indicate that the water diversion from other watersheds and the urbanization of the main city of Kunming have a significant impact on the floods in Dianchi Lake,mainly reflected in the increase in peak volume and water level.To ensure that the flood level in Dianchi Lake does not exceed the 20-year flood level,the discharge flow can be increased by 8 m^(3)/s(up to 188 m^(3)/s)or the current discharge capacity can be maintained,and the flood limit water level can be lowered to 1886.70 m.
