深入研究发展型资助的外延与内涵,注重全员、全程、全方位的资助育人,形成育人合力。高校要秉承“高定位、准认定、重自助、严监管”的理念,保障经济底线、打造“大思政”育人生态圈、坚持动态管理、引入评价与监管机制,形成发展型资助育人机制。在资助育人工作中,要坚持认定的精准性和动态性、育人的思想性与引领性、获得的实践性与参与性、引导的针对性与有效性相结合,培养“心中有理想、眼里有光芒、肩上有担当、脚下有远方”的大学生。
