我国图书馆文旅融合政策的扩散模式研究

Study on the Diffusion Mode of Cultural and Tourism Integration Policies in Chinese Libraries

运用内容分析法和社会网络分析法对我国469份图书馆文旅融合政策展开分析,构建国家及地方政策间参照关系网络,探索图书馆文旅融合政策扩散的时空及内容特征。研究结果表明:图书馆文旅融合政策发布及参照扩散呈典型S曲线;政策呈区域非均衡分布,其参照扩散模式主要为中央—地方自上而下层级扩散、省级—省级政府部门平行扩散模式;地方图书馆文旅融合政策对核心国家政策内容承继性较高,不同地区政策内容的创新各具地方特色。基于此,从国家、地方、图书馆三个层面提出以下建议:发挥国家政策引领作用,助推图书馆文旅融合政策体系构建;通过地方政策调动图书馆能动性,因地制宜促进图书馆与旅游深度融合;释放图书馆文旅融合新动能,提升公共服务影响力和公众参与度。

This paper uses content analysis method and social network analysis method to analyze 469 library culture-tourism integration policies in China,constructs the reference relationship network between national and local policies,and explores the spatio-temporal and content characteristics of library culture-tourism integration policy diffusion.The results show that the policy release and reference diffusion of cultural and tourism integration in libraries show a typical S-curve.The policies are distributed in unbalanced regions,and the diffusion model is mainly from the central to the local top-down level,and from the provincial to the provincial government departments.The cultural and tourism integration policies of local libraries have a high inheritance to the core national policy content,and the innovation of policy content in different regions has its own local characteristics.Based on this,the following suggestions are put forward from the national,local and library levels.Give full play to the leading role of national policies and promote the construction of the policy system of cultural and tourism integration in libraries.Mobilize the library's initiative through local policies,and promote the deep integration of library and tourism according to local conditions.Unleash the new momentum of the integration of cultural and tourism in libraries,and enhance the influence of public services and public participation.
