江西省科技人才现状分析及高质量发展对策研究

An Analysis of the Current Situation of Scientific and Technological Professionals in Jiangxi Province and High-quality Development Strategies

科技人才在江西省创新型省份建设、工业强省建设、经济社会高质量发展等方面发挥着重要支撑作用。近年来,江西省科技人才发展在总量、质量、结构、布局等方面取得了一定的成效,特别是人才政策和科研投入为人才助力和创新加速提供了强大动力。但是,人才招引难、留人难,特别是科技领军人才,人才创新载体、人才生态环境、激励机制等方面存在短板问题亟待解决。本文基于江西省现有科技人才现状,分析存在的问题和制约因素,从科技人才“引”“育”“留”“用”等方面就如何加快推进产业与科技人才深度融合,实现产业链、人才链协同发展提出对策建议。

Scientific and technological professionals play an important supporting role in the construction of an innovative province and a powerful?industrial?province as well as the high-quality economic and social development of Jiangxi Province.In recent years,Jiangxi Province has achieved certain results in terms of total quantity,quality,structure and layout when it comes to the development of scientific and technological professionals.In particular,human resource policies and scientific research investment have provided strong impetus for giving assistance to professionals and accelerating innovation.However,it is difficult to attract and retain professionals,especially those leading technical personnel,and such shortcomings in innovation carriers,professional ecological environment and incentive mechanisms need to be addressed urgently.Based on the current situation of scientific and technological professionals in Jiangxi Province,this paper analyzes the existing problems and constraints,and proposes countermeasures and suggestions on how to accelerate the in-depth integration of industry and scientific and technological professionals as a way to achieve the coordinated development of the industry chain and the professional chain from the aspects of“attracting”,“cultivating”,“retaining”and“choosing”scientific and technological professionals.
