基于自主化办学视角的高校治理研究——以新加坡南洋理工大学为例

On University Governance from the Perspective of University Autonomy——An Example of Nanyang Technological University

摘要 新加坡政府主导高校自主化改革,在承担拨款和监督的基础上赋予高校更多自主权。南洋理工大学作为世界一流高校,其创办不过60余年,取得了举世瞩目的成就。究其原因,主要与新加坡的“小国办大教育”的教育政策导向和南洋理工大学改革创新、战略定位、内部治理等密切相关。在简政放权的大背景下,合理借鉴南洋理工大学的改革经验,调适政府与高校的关系,改革高校内部的治理结构,会激发高校的自主意识和责任精神,提升高等教育的国际核心竞争力。 The Singapore government has led the reform of university autonomy,endowing universities with more autonomy on the basis of funding and supervision.Nanyang Technological University,as a world-class university,has been established for more than 60 years and has made remarkable achievements.It is not only related to the educational policy orientation of Singapore's""small state running big education",but also related to the reform and innovation of university itself and its strategic orientation,as well as a series of distinctive internal governance measures carried out by the university.Under the background of simplifying administration and decentralizing power,drawing on the reform experience of Nanyang Technological University,adjusting the relationship between the government and the university,and reforming the internal governance structure will stimulate the sense of self-determination and responsibility of the university,and enhance the international competitive impact of higher education.
