三级公立医院绩效考核省级评价和管理方法的探索

Exploration of Provincial-level Evaluation and Management Methods for Performance Assessment of Ter-tiary General Hospitals

目的针对性地探讨某省三级公立医院绩效考核工作抓重点、提效率的有效方法。方法选取某省2019年国家公立医院绩效考核数据,计算各指标数据与总分的相关度,在相关性检验P<0.05的前提下计算变异系数,根据离散程度对相关度较大的20个指标重点监测。采用20个重点指标,结合TOPSIS法对省内107家医院排名,取前30位医院统计地区分布,针对2家哨点医院进行数据监测,比较应用效果。结果某省绩效考核数据通过相关和变异度计算,成功提取“处方点评”等20个指标作为重点考核内容,其中综合绩效较好的医院集中在4个城市。经过某省相关行政部门对医院系统管理,结合2020年哨点医院监测,医院自身比较有较大提升,但存在省域分布不均衡的特点。结论该方法可以有效抓取三级公立医院绩效考核重点工作,应用于管理过程,具有推广性。

Objective Targeted exploration of effective methods to focus on and improve efficiency in performance evaluation of tertiary general hospitals in a certain province.Methods The performance assessment data of national public hospitals in a province in 2019 were selected to calculate the correlation between each indicator data and the total score.Calculate the coefficient of variation under the premise of corelation test P<0.05.Select 20 indicators with high correlation based on the degree of dispersion as key monitoring indicators.A total of 107 hospitals in the province were ranked using 20 key indicators combined with TOPSIS method,and the top 30 hospitals were selected for statistical distribution.Two sentinel hospitals were used for data monitoring,and the application effects were compared.Results Based on the calculation of correlation and variation of the performance assessment data in a province,20 indicators such as“prescription review”were successfully extracted as key assessment contents,among which the hospitals with better comprehensive performance were concentrated in four cities.After systematic management by provincial administrative organs and combined with sentinel hospital monitring in 2020,the hospital itself has been greatly improved,but its distribution is uneven across provinces.Conc lusion This method can effectively grasp the key work of perfomance assessment of general hospitals,and can be aplied to the manggement process,thus worthy of promotion.
