Comparison and Implications of Digital Skills Development in Three Asian Countries

数字时代为全民数字技能发展提出了新的要求,通过数字技能发展提升人力资源成为全球教育和培训改革的重要内容,提升全民数字技能、形成数字发展新格局也是我国建设社会主义现代化强国的重要战略举措之一。研究基于世界银行主办的“东亚和太平洋国家数字技能发展研讨会”上的发言材料和相关文献,以新加坡、韩国和印度尼西亚为例,进行三国数字技能发展的比较研究,具体包括数字技能发展的政策保障、数字技能发展的技术支撑、以及数字技能发展的职业培训。基于研究结果,对我国数字技能发展提出四点启示,包括推进多方协同的全民数字技能发展的政策制定和治理模式;厘清数字技能涵盖的内容和建立数字技能的等级及标准;建立服务全民数字技能发展的基础设施和一站式平台;加强职业教育、普通教育、继续教育贯通融通和持续提升的数字技能培训。

The digital era has put forward new requirements for the development of digital skills for the whole people.It has become an important content in the reform of global education and training to improve human resources through the development of digital skills.Improving digital skills for all people and forming a new pattern of digital development are also important strategic measures for China to build a great modern socialist country.Based on the speeches at East Asia and Pacific Countries Digital Skills Development Conference organized by the World Bank and other literature,this study takes Singapore,South Korea,and Indonesia as examples to conduct a comparative study on the digital skills development of the three countries.The comparison includes the policy guarantee of digital skills development,the technical support of digital skills development,and the vocational training of digital skills development.Based on the research results,four implications for digital skills development in China are put forward.First,promote multi-party collaborative digital skills development for all through the policy formulation and governance model.Second,clarify the contents of digital skills and establish the level and standard of digital skills.Third,establish a basic implementation and one-stop platform for digital skills development for all.Fourth,strengthen the integration of vocational,general and continuing education and enhance digital skills training.
