本文从“政府、市场、社会”三者的角色出发深入分析了制约团体标准作用发挥面临的核心问题:政府采信、市场认可和社会评价,总结了当前团体标准化“政府-市场-社会”互动式治理的良好实践,在此基础上提出基于互动式治理的团体标准制定和实施应用全过程的策略和建议。

Starting from the roles of government,market and society,this paper deeply analyzes the core problems that prevent us exerting the role of association standards:government acceptance,market recognition and social evaluation.The paper sums up the good practices of government-market-society"interactive governance during current association standardization,and puts forward the strategy and suggestion of the whole process of the development and implementation of association standards,based on interactive governance.
