互联网平台监测与数据开放现状及对策研究--以对互联网平台的网络交易监管为例

Research on Status and Measures of Internet Platform Monitoring and Data Opening:Taking Internet Platform Network Transaction Regulation as an Example

互联网平台代表数字化背景下的一种新的形态,在现代市场经济活动中的比重日益扩大,对经济和社会发展的影响日渐深远。大数据时代下,数据已成为重要的生产要素,针对互联网平台监测和数据开放已经成为推进国家治理体系和治理能力现代化必须面对的热点研究课题之一。本文主要从政府监管和服务的视角,对国内互联网平台监测技术和数据共享开放的现状进行分析,借鉴国外数据开放的几种模式,探讨互联网平台企业与政府监管部门之间数据开放的可能性并提出相应的对策。

Internet platforms represent a new form in the context of digitalization,and their proportion in modern market economic activities is increasing,which has growing impact on economic and social development.In the era of big data,data has become an important production factor.Monitoring of Internet platforms and data opening have become one of the hot research topics that must be faced to promote the modernization of national governance system and governance capacity.This paper mainly analyzes the current situation of domestic Internet platform monitoring technology and data sharing&opening from the perspectives of government supervision and services,draws on several models of foreign data opening to explore the possibility of data opening between Internet platform enterprises and government supervision departments,and proposes correspondingmeasures.
