防范化解金融风险这一重大课题,对公安机关提出了新的挑战。公安机关全面履行“打击、服务、参谋”职能,必须置于防范化解金融风险的全局中来谋划。公安机关全面融入防范化解金融风险取得了一定成效,但仍在认同、资源、侦查方面存在困境。对此,公安经侦部门需要情报导侦预警金融风险,数据研判防范金融风险,严厉打击涉众金融犯罪,追赃挽损化解金融风险,服务企业优化营商环境。建议政府及其职能部门、金融机构及其监管部门应明确风险防范化解相关方责任,建立联合防控系统和风险处置协调机制,完善防范化解金融风险相关法律法规,强化金融监管早期识别和干预,严格金融风险追责问责制度。

Preventing and defusing financial risks is a major issue posing new challenges to public security organs.When fully performing the functions of"combating,serving and advising",public security organs must plan in the overall context of preventing and defusing financial risks.Although having achieved some results in this area of work,public security organs still face many challenges in unified understanding,resources,investigation and other aspects.In light of this,the economic investigation departments of public security organs need to use intelligence-guided investigation to issue early warnings about financial risks,conduct data research and judgment to prevent such risks,crack down on financial crimes involving the masses,recover case-related funds and mitigate financial losses,as well as serve enterprises by optimizing the business environment.The article suggests that the government and its functional departments,financial institutions and regulatory departments should clarify each party's responsibility in preventing and defusing financial risks.It also proposes the establishment of a joint prevention and control system and a coordination mechanism for risk management,the improvement of related laws and regulations on preventing and defusing financial risks,and the necessity to strengthen early identification and intervention by financial regulatory departments,as well as a strict accountability system for financial risks.
