计及系统惯量需求的发电容量市场定价方法 被引量:4

摘要 “双碳”目标下新能源快速发展将带来转动惯量稀缺问题,如何引导中长期合理投资保证惯量充裕性将愈发重要。然而,当前容量市场机制仅考虑了电力电量平衡,难以区分不同类型电源对系统惯量支撑能力的差异性。为此,文中在一般意义的发电容量充裕性概念中融入惯量充裕性,首先,明确了惯量需求的概念,并根据频率安全约束提出惯量需求评估方法;然后,在原有容量出清模型中增加惯量约束,设计了相应的容量定价方法和收益分配机制,旨在通过市场化的手段发现惯量的中长期价值。算例结果表明,所提计及惯量需求的容量市场定价方法有助于形成合理的投资回报,促进电源发展规模和结构的优化,保障系统的惯量充裕性。 The rapid development of renewable energy under the goal of"carbon emission peak and carbon neutrality"brings the problem of inertia scarcity,and it is increasingly important to guide the reasonable medium-and long-term investment to ensure the abundance of inertia.However,the current capacity market mechanisms only coordinate the balance of electric power and power quantity,and they are difficult to distinguish the differences between the different types of power sources in supporting the system inertial.Therefore,in this paper,the inertia adequacy is incorporated into the general concept of generation capacity adequacy.Firstly,the concept of inertial demand is clarified,and an evaluation method for inertia demand is proposed based on the frequency security constraints.Secondly,the inertia constraints are added to the original capacity clearing model,and the corresponding capacity pricing method and revenue allocation mechanism are designed,aiming at discovering the medium-and long-term value of inertia by market-based means.The case results show that the proposed pricing method for the capacity market considering the inertia demand can help form the reasonable investment return,promote the optimization of development scale and structure of power sources,as well as guarantee the system inertia adequacy.
