考虑潜在恢复需求的城市配电网移动应急资源灾前布点 被引量:9

Pre-disaster Positioning of Mobile Emergency Resources for Urban Distribution Network Considering Potential Restoration Demand

摘要 城市内部可能涉及多个配电网,极端灾害来临前,统筹考虑配电网潜在的恢复需求,合理部署移动应急资源,有助于灾后减小移动资源在配电网间的调度时间,快速形成孤岛以实现重要负荷恢复,进而提升城市配电网韧性。文中考虑极端灾害可能对配电网线路、交通网道路造成不同程度影响的多场景,以灾后负荷恢复效果期望最大为目标,提出考虑潜在恢复需求的城市配电网移动应急资源灾前布点混合整数线性规划模型。其中,约束条件包括灾前布点相关约束和多场景下灾后资源调度及配电网恢复相关约束,考虑了各场景下负荷恢复及线路修复对移动应急电源和抢修人员的需求。最后,构建城市配电网及与其地理对应的城市交通系统,开展测试并进行对比分析,验证了所提移动应急资源灾前布点方法的有效性和优越性。 Multiple distribution networks may be involved within a city.Before an extreme disaster,overall consideration of the potential restoration demand of distribution networks and reasonable deployment of mobile emergency resources can help reduce the dispatching time of mobile resources among distribution networks after disasters,quickly form islands to realize critical load restoration,and thus improve the resilience of urban distribution networks.Considering multiple scenarios where extreme disasters may have different impacts on distribution network lines and transportation network roads,with the maximum expected effect of post-disaster load restoration as the target,this paper proposes a mixed-integer linear program(MILP)model considering potential restoration demand for pre-disaster positioning of mobile emergency resources of urban distribution networks.The constraints include pre-disaster positioning constraints,post-disaster resource dispatching constraints in multiple scenarios and distribution network restoration constraints.The demand for mobile emergency power supply and emergency repair crews for load restoration and line repair in each scenario is considered.Finally,an urban distribution network and its geographically corresponding urban transportation system are built and used to verify and comparatively analyze the effectiveness and superiority of the proposed predisaster positioning method for mobile emergency resources.
