中国经济高质量发展的指标体系构建及国际比较研究

Index System Construction and International Comparative Study of High-quality Development of Chinese Economy

面对百年未有之大变局和疫情挑战,中国经济仍保持了平稳发展态势,对世界经济复苏也具有重大意义。本文基于宏、中、微观多维度构建经济高质量发展指标体系,测度分析中国经济高质量发展水平,而后立足国际比较,纵向跨越时间、横向跨越空间,将各角度分析结果进行整合对比,揭示中国推动经济高质量发展过程中面临的挑战与现实困境。研究发现,中国在“十五”计划时期至“十三五”规划时期经济高质量发展水平显著提升,但是发展不平衡不充分问题突出,对比于其他国家,中国经济高质量发展水平高于其他金砖国家,与英、美等西方发达国家以及日、韩为代表的亚洲国家还存在一定差距,但呈高速追赶趋势。综合来看,中国在绿色发展质量、市场环境质量、产业结构质量、国际开放质量等方面发展亟须加强。基于此,面对全球化进程的变革期,提出缓解中国中长期经济发展问题、保持经济高质量发展和规避风险的基本路径和应对策略。

In the face of profound changes unseen in a century and challenges posed by the pandemic,China's economy has maintained steady growth,which is of great significance to world economic recovery.Based on macro,medium and micro dimensions,this paper constructs a high-quality economic development index system to measure and analyze the level of high-quality development of China's economy.Then,based on international comparison,the analysis results from various perspectives are integrated and compared,and the challenges and realistic difficulties China faces in promoting high-quality economic development are revealed.The study found that during the period from the Tenth Five-Year Plan period to the Thirteenth Five-Year Plan period,China's level of high-quality economic development has been significantly improved,but the problem of unbalanced and inadequate development is prominent.Compared with other countries,China's level of high-quality economic development is higher than that of other BRICS countries,and there is still a certain gap between China and Western developed countries such as the UK and the US,as well as Asian countries represented by Japan and the ROK.But it is catching up at high speed.All in all,China needs to strengthen its development in green development,market environment,industrial structure and international opening-up.Based on this,in the face of the change period in the process of globalization,this paper puts forward the basic path and countermeasures to alleviate the problems of China's medium and long term economic development,maintain high quality economic development and avoid risks.
