依法治国背景下公安机关执法规范化建设路径探析

The Construction Path of Law Enforcement Standardization for Public Security Organs under the Background of Governing by Law

执法规范化是依法治国背景下公安机关的必然选择,是实现社会公平正义的重要前提,是保障公民权利、深化公安改革的根本保证。但在现实实践中,公安机关还存在执法理念与依法治国理念不符、执法主体的能力相对有限、执法信息化水平不足以及执法规范化监督不够严格等问题。这不仅影响了执法质量和执法公信力,而且阻碍了公安机关的执法规范化建设。在依法治国背景下推动公安执法规范化建设,应树立科学规范的执法理念、提升公安机关执法主体的能力、推进公安机关执法信息化建设、健全公安机关执法监督机制。

Standardization of law enforcement is an inevitable choice for public security organs under the background of rule by law,an important prerequisite for achieving social fairness and justice,and a fundamental guarantee for safeguarding citizens'rights and deepening public security reform.However,in the practice of law enforcement,public security organs still face problems such as inconsistency between the concept of law enforcement and governing by law,relatively limited ability of law enforcement subjects,relatively insufficient level of law enforcement informatization,and insufficient standardized supervision of law enforcement.It not only affects the quality and credibility of law enforcement,but also hinders the standardized construction of law enforcement by public security organs.In the context of governing by law,to promote the standardization of public security law enforcement,we should establish a scientific and standardized law enforcement concept,enhance the ability of public security law enforcement entities,promote the informatization construction of public security law enforcement,and improve the supervision mechanism of public security law enforcement.
