相对贫困治理与乡村振兴的协同推进:基于整体性治理视角

Coordinated Promotion of Relative Poverty Governance and Rural Revitalization:From the Perspective of Holistic Governance

基于整体性治理理论,从协调整合的核心要义出发,揭示相对贫困治理与乡村振兴的内在逻辑关系。结果表明:相对贫困治理与乡村振兴时序相交、空间相叠、内容相融,具有协同互构的有机统一关系。然而,当前相对贫困治理与乡村振兴的协同推进缺少协调性与统一性的治理逻辑,“碎片化”问题凸显,主要表现为治理贫困与权责不匹、规划缺位与制度断裂、数据短缺与信息孤岛、政策风险与政策波动等。基于此,建议强化主体协同与权责重构、顶层设计与基层探索、数据整合与系统迭代、风险防范与政策调适,通过“逆碎片化”提升二者协同推进的质量与效能。

Based on the theory of holistic governance and from the core of coordination and integration,this paper explored the internal logic between relative poverty governance and rural revitalization.The results show that an organic and unified relationship of coordination and mutual construction exists between the two in terms of time sequence,space overlap and content integration.However,their current collaborative promotion lacks coordination and unity of governance logic,and the“fragmentation”problem is prominent,which is mainly manifested in poverty governance and power and responsibility mismatch,lack of planning and system fracture,data shortage and information island,policy risks and policy fluctuations.Therefore,in the future,in order to achieve the collaborative promotion of the two,it is necessary to strengthen the coordination of subjects and the reconstruction of rights and responsibilities,top-level design and grassroots exploration,data integration and system iteration,risk prevention and policy adjustment,and improve the quality and efficiency of their collaborative promotion through“inverse fragmentation”.
