注意力、粮食安全省长责任制和粮食生产

Attention and Responsibility System of Provincial Governors for Food Security and Food Production

基于2003—2019年国务院和中国30个省份527份政府工作报告,考察粮食注意力影响地方粮食生产的机理,同时分析粮食安全省长责任制对上述关系的影响,并结合地方主政官员和主政环境进行分类检验。结果表明:粮食注意力能够显著提高粮食生产,这一结论在粮食主产区和主销区均成立,但在平衡区尚不成立。粮食安全省长责任制强化了主产区粮食注意力对粮食生产的促进作用,但削弱了主销区粮食注意力对粮食生产的促进作用。异质性分析发现,粮食注意力对粮食生产的正面影响只存在于受教育程度较高和到任年龄较小的官员主政地区,主政环境的经济发展压力不影响注意力对粮食生产的作用。基于此,提出继续强调粮食安全的重要性、科学设置粮食安全省长责任制考核指标、优化官员配置的政策建议,以稳定粮食生产、保障粮食安全。

Based on 527 government work reports from the State Council and 30 provinces,municipalities and autonomous regious in China(excludihy Tibet,Hong Kong,Macao and Taiwan regious)from 2003 to 2019,the mechanism by which food attention affects local food production was examined.Meanwhile,the impact of the responsibility system of provincial governors for food security on the above relationship was analyzed,and a classification test was conducted by combining local officials and the political environment.The results show that food attention significantly improves food production,which is true in both the main food-producing areas and the main food-sales areas,but not yet in the food production-marketing balance area.The responsibility system of provincial governors for food security has strengthened the promoting effect of food attention on food production in the main food-producing area,but weakened the promoting effect of food attention on food production in the main food-sales area.Heterogeneity analysis found that the positive effect of attention on food production only exists in areas where local officials have received better education and have been appointed at younger ages,and the pressure of economic development does not affect the role of attention in food production.Therefore,policy recommendations are proposed,which include continuing emphasizing the importance of food security,scientifically setting assessment indicators for the responsibility system of provincial governors for food security,and optimizing the allocation of officials in order to stabilize food production and ensure food security.
